The former city manager of Quincy will be arraigned today on a string of felony charges.
Rob Nixon is accused of embezzling over $30,000 in Community Redevelopment Agency funding. Prosecutors say the money went to his cigar business.

TALLAHASSEE, Fla. – The Florida Department of Law Enforcement (FDLE) arrested former Quincy City Manager Robert Nixon, 60, of Quincy, on one count of organized scheme to defraud, one count of grand theft, four counts of official misconduct, four counts of forgery and four counts of uttering forged instruments.
Nixon was employed by the City of Quincy from October 2018 until June 2025. He served as city manager from June 2022 until June 2025 and as Quincy Community Redevelopment Agency (CRA) manager from October 2018 until December 2024.
In September 2024, investigators with FDLE’s Office of Executive Investigations and the Second Judicial Circuit State Attorney’s Office initiated a joint investigation after receiving a complaint alleging that Nixon, then serving as city manager, was embezzling money from the Quincy CRA.
While acting in his official capacity as CRA manager, Nixon fraudulently allocated CRA funds for his personal benefit. The investigation found that Nixon defrauded the Quincy CRA of $32,700.
Investigators also determined that Nixon forged an invoice and created a fictitious official record in connection with the embezzled funds, which were used to renovate a property he leased for his personal business. Additional embezzled funds were used to purchase a humidor and cigars for his cigar lounge.
Nixon was arrested on Feb. 10 and transported to the Gadsden County Jail.
The case is being prosecuted by the Office of the State Attorney, Second Judicial Circuit.
The investigation remains active, and additional charges may be forthcoming.
