The Florida Commission on Ethics held a closed probable cause hearing this morning involving Tallahassee city manager Reese Goad. Both sides say the commission found no wrongdoing on Goad’s part.

The president of Tallahassee Professional Firefighters, Joey Davis, filed a complaint against Goad last year, accusing him of misusing his position. The complaint is related to Davis' request for public records about the Tallahassee Fire Department’s budget. The focus was on how the Fire Services Fund and the Fire Assessment were being spent.

The complaint accused Goad of telling Davis' boss to deliver a threatening message to Davis about his pursuit of the public records.
