Florida A&M University has released results of three audits. The university's board of trustees commissioned one of the audits last October, after two failed attempts to fire President Elmira Mangum.
Mangum maintains she did not authorize a garage at the university-owned president’s house, and her employment contract says she can’t approve projects over $10,000. According to an audit commissioned by FAMU’s Trustees, she’s right. The audit states the project was requested by a trustee but never approved by the board.
Trustees have also taken issue with the use of hiring bonuses, which five administrators received. The audit found three of those bonuses were funded with state dollars, something barred by Florida law. Auditors also noted none of the positions—provost, athletics director, the vice presidents of finance and alumni affairs and director of academic support—were approved by trustees. In letter to the board dated October 21st, Mangum noted her administration caught one of the bonuses—for Marcella David, a week prior, and corrected it using fundraising dollars. The audit suggests such high-level hires should get board approval.
The university also received clean financial and operational audits for the fiscal year ending in June 2015.
