Tallahassee, FL – Florida's water managers narrowly approved a deal to pay more than a billion dollars for a large swath of farmland to help restore the everglades. But officials risked losing the deal all together by making a counter offer. U.S. Sugar, the state's largest producer of cane sugar, had insisted that it's not willing to renegotiate.
