Legislator University Continues With Rules Course

Florida House members are taking a crash course on the chamber’s rules and procedures.

Wednesday morning a handful of representatives went over the process for moving a measure through a committee meeting.  Rules Committee staff director Stephanie Birtman showed the members video clips with little explainers—kind of like pop-up video.  She paused at one point to explain the process for amending a committee substitute or CS.

“That means somewhere along this bill’s referrals it got amended and became a CS from that underlying subcommittee,” Birtman explained.  “The amendments were rolled in.  It’s now a new bill.  If these amendments pass, this bill will then become a CS for a CS. 

Committee hearings begin for the Senate next week, but House members won’t reconvene until January.
