Tallahassee, FL – More than half a million U.S. children live in foster care. They are likelier to be poor, uneducated, homeless and victims or perpetrators of crime. But in Florida, where foster-youth advocates now advise the state's top child welfare officials, the system is slowly improving. This is the first of a five-part series by Margie Menzel
