Tallahassee, FL – Next to the state's department of Highway Safety and Motor Vehicles, Florida's largest licensing agency is the Department of Business and Professional Regulation. Those it regulates have often criticized it for being a sluggish bureaucracy that hurts more than it helps. Now Tom Flanigan reports the department's new secretary is trying to change that.
