A 60-member delegation from the Capital City headed to Boulder, Colorado earlier this month to learn how that community has become a recent national “hot spot” for economic and cultural development. At the same time, two Harvard University researchers produced a study suggesting the Tallahassee area isn’t great when it comes to upward mobility.
