Tallahassee, FL – Amendment Four is a favorite of Florida's environmental community. It would grant property tax exemptions for land set aside for conservation. But a leading constitutional expert and former lawmaker warns that the measure leaves too many details to the Legislature and might create a tax loophole that could be easily abused.
